Proposed Zoning Changes

In order to encourage neighborhood-friendly development with community input, and keep developers and speculators at bay, zoning changes are being evaluated.

We are proposing a change the current zoning within the La Playa neighborhood to a more restrictive zoning. Changing the zoning will limit subdivisions in the established historical, low density neighborhood. Very low density areas can be found all around the City of San Diego including the neighborhoods of Fairbanks Ranch, Carmel Valley, Black Mountain Ranch, Otay Mesa, and North Park, to name a few.

The area bounded by San Elijo, McCall, the Bay, and the naval base is currently zoned for Condominiums (Medium Density, Multiple-Dwelling Units) with the following permitted Limited Commercial Uses:

  • Homeless Facilities, Congregate Meal Facilities, Emergency Shelters, and Homeless Day Centers.

  • Food, Beverages, and Groceries Stores.

  • Sundries, Pharmaceuticals, and Convenience Sales.

  • Personal Services, Medical, Dental, and Health Practitioners.

  • Sex Offender Treatment and Counseling.

Changing to a more restrictive zoning would remove the above-referenced, currently permitted Limited Commercial Uses within the established residential neighborhood of La Playa. Higher density housing lowers property values. Limited Commercial Uses will further lower adjacent property values.

PARKING

In addition, a discussion of parking adjacent Kellogg Beach and the possibility of a Parking Impact Overlay Zone for the area should be discussed. Parking problems extend to San Elijo Street. A Parking Impact Overlay Zone for beach impact areas should be discussed so that new developments have enough off street parking spaces. The map available over the internet is not clear if this area is currently in the Zone.
